An analysis of the potential impacts of widespread land partitioning on (1) portions of the headwaters of the Little Klickitat River northeast of Goldendale, Washington, and (2) the plateau and slopes of Burdoin Mountain east of White Salmon, Washington. Columbia River Gorge Protection District Overlay Zone (Nov 1981). The first county ordinance in the Columbia River Gorge designed specifically to protect the scenic qualities of the Gorge. Environmental Ordinance Update (Mar 1982). Updated local environmental policy code to meet state requirements. Appointed "responsible official" responsible for evaluating environmental impacts associated with proposed developments, making threshold determinations, and determining the scope of environmental impact statements when declarations of significance where made. Coordinated with federal, state and local agencies in the scoping process. Husum/BZ Corner Planning Area Comprehensive Plan and Zoning Update (Dec 1982). Won American Planning Association Merit Award and the Planning Association of Washington Achievement Award for the unique and creative approach to regulating development within resource lands which was developed in this update effort with the assistance and participation of the residents and landowners of the area. Subdivision and Short Platting Ordinance Update (Jan 1983). Updated land division codes including the addition of minimum road construction specifications for short plats requiring road access. County Paths and Trails Plan (May 1983). Worked with a citizen advisory committee in the development of a plan identifying existing and proposed paths and trails for non-motorized use. Klickitat County was the first county government in the state of Washington to develop a plan specific to such use. Snowden/Burdoin Mountain Area Development Suitability Study (Sept 1983). An analysis of the physical and cultural resources of the area and the constraints and limitations which exist for development. Used as a data base for updating the county's comprehensive plan and zoning designations for the area. Shoreline Master Plan Update (Oct 1983). Worked with established citizen advisory committees in the review and update of development regulations along shorelines in Klickitat County identified by state legislation as being of state-wide significance Wishram Street Plan (Jan 1985). Worked with the Wishram Community Council in the identification of issues and concerns of local residents regarding street improvements and in the identification and prioritization of street improvement projects. Mercer Ranches, Inc., $1,000,000 industrial revenue bond issue (Sept 1985). As administrative director of the Klickitat County Public Corporation, coordinated with applicant, state, and bonding attorneys during the process of issuance. Klickitat County Databook (1986). Directed the preparation of and edited a compilation of county data used for economic development promotion and other purposes. Trout Lake Planning Area Comprehensive Plan and Zoning Update (May 1987). Worked with the Trout Lake Community Council in the review and update of the comprehensive plan and zoning for the area. Snowden/Burdoin Mountain Area Comprehensive Plan and Zoning Update (In process Oct 1987). Worked with the Snowden Community Council in the review and update of the comprehensive plan and zoning for the area. Developed a new zoning classification affording protection of resource and cultural values while promoting economic improvement via policies on cottage industries. Recreational Park Ordinance (In process Oct 1987). Developed code provisions specifying minimum requirements for the siting and construction of RV Parks. County Solid Waste Management Plan Update (In process Oct 1987). Provided staff to the county solid waste advisory committee and assisted the county commissioners in the selection of a solid waste consultant. Coordinated with state agencies in the initial stages of the planning process. County Flood Control Management Plan (In process Oct 1987). Prepared grant application and received state grant funds for preparation of a plan identifying flooding problems and developing a policy plan to address flooding issues and identify needed flood control projects.
